IFSU launches 123rd PH Civil Service Anniversary Celeb to promote ‘resilience’ for future-ready gov’t workers


The Department of Human Resources and Development (DHRD) of Ifugao State University spearheaded the kick-start of the month-long celebration of the 123rd Philippine Civil Service Anniversary (PCSA) with the theme, "Transforming Public Service in the Next Decade: Honing Agile and Future-Ready-Servant Heroes," during the flag-raising ceremony on September 4, 2023 at the Open Gym, Lamut Campus.

The theme underscored the importance of cultivating dynamism among government workers, which fosters sustainable management and strengthens organizational resilience. This is marked by dynamic employees and sustainable management and leadership, and a resilient organization is one that can adapt to abrupt changes and is capable of withstanding difficulties without compromising on service delivery—a truly future-ready civil service.

Guest of Honor and Speaker, Raldies Andrei A. Bulayungan, Municipal Mayor of Kiangan, reiterated in his Inspirational Talk the power and importance of transformation in public service. "When we aspire for change, the transformation should come from within, as this will serve as a driving force that will bring meaningful and positive change to better serve our constituents and address the ever-changing needs of society," said Mayor Bulayungan. "Remember to uphold your oath of office along with its vision, mission, and core values, as this will serve as a foundation in decision-making, guiding actions that benefit society, upholding integrity, and advancing a shared vision for excellence in public service."

University President, Dr. Eva Marie Codamon-Dugyon, emphasized in her speech that public servants should be fully equipped for today’s dynamic shifts, especially in this VUCAH world, one characterized by volatility, uncertainty, complexity, ambiguity, and hyperconnectivity. "I firmly believe that we, the current generation of public servants, possess the power and potential to reshape public service to better cater to the needs of our people," enthused Dr. Dugyon.

Dr. Dugyon further challenged fellow public servants to serve with purpose, excellence, and compassion, becoming the public servants who truly make a difference in the world.

As part of the program, a series of activities were highlighted such as the Awit ng Serbisyo Sibil and Panunumpa ng Lingkod Bayan; and the ribbon-cutting for the Worker affirmation booth.

Strengthening Wellness Wednesdays: September 6, 12, 20, and 27;

Eye Check-up: September 8–9;

Panudtudu: Orientation for Newly Hired and Promoted Permanent and Contractual Employees with Ceremonial Oath Taking (September 14 to 15);

Contested Activities for Workers: Poetry, Photo Essay, Online Poster, Service Branding Tagline—September 18 to 19;

Dental Mission: September 22 to 23;

IFSU Family Day: September 26; and

Culminating Activity and Ecumenical Service: September 29
