The University President

President, Ifugao State University (IFSU)

It was foretold that Dr. Eva Marie Codamon-Dugyon was born with a heart to lead. While growing up, she already established her potential as a leader, having been elected as class president from grade school through high school. In her highschool days, history unfolded when she was elected as the first lady president of the Student Supreme Council (SSC), the highest student organization in the IFSU (ISCAF then) High School.

In academics, she got straight A’s from elementary through secondary, having been consistent First Honor from Grade 1 to 4th year High School. She graduated valedictorian at ISCAF High School. In college, she was an academic scholar and a Dean’s Lister at the Lyceum of the Philippines, Intramuros, Manila, where she graduated the degree BS Journalism in 3 and ½ years. She was chosen as the Associate Editor of the “The Lycean Magazine”, the official student magazine of the Lyceum of the Philippines University. Dr. Dugyon was also a Commission on Higher Education (CHED) scholar and a FSDP grantee during her graduate studies at St. Mary’s University (SMU), and Nueva Vizcaya State University, respectively.

Her journey to the university presidency is both historical and a source of pride for the alumni. For the first time, an alumna of the old ISCAF High School Laboratory is elected to the top of the IFSU leadership. Her being elected to the university presidency is a testament to the teachings of the ISCAF High School as an institution that nurtured academic and leadership excellence. Dr. Dugyon’s coming back to serve her alma mater despite great opportunities elsewhere also speaks of a heart that looks back to where she started.

Fresh from college and following the footsteps of her parents who were both in the Government service, Dr. Dugyon went on to start her career in the public service while pursuing Bachelor of Laws at SMU. She was first employed as a clerk and eventually became a Local Government Operations Officer (LGOO) of the Department of Interior Local Government-Cordillera Administrative Region (DILG-CAR) after undergoing the rigorous training at the Local Government Academy (LGA). In 2005, she found her way back to the groves of academe where she was moulded and nurtured as a leader with great potential. A month after her transfer in IFSU, Dr. Dugyon became the youngest member of the Administrative Council (ADCO), being designated as the Director of the Management Information System (MIS), which was renamed in 2010 as the Public Assistance and Information Services (PAIS). In 2014, she qualified herself to a teaching position (Instruction) and subjected herself for NBC 641, 5th cycle evaluation. She attained the academic rank Assistant Professor II, and subsequently rose to Associate Professor I as per NBC 461, 6TH cycle evaluation. After serving the University as MIS/PAIS Director for about 10 years, she was later on designated as Director for Extension and Training, where she adopted the motto, “Reaching Out…. Touching lives…. Empowering Communities….”

Among her research outputs and publications are: a) information network output of tilapia farmers in Ifugao, Philippines, b) tilapia pond farming: the new driver of blue economy in Ifugao, c) impact of community extension programs on the residents of selected adopted barangays of Ifugao State University, and d) factors influencing sources by the woodcarvers in Ifugao.

Dr. Dugyon also attended numerous seminars, trainings, and conferences. On top of these, she is one of the few SUC executives who passed and completed the Philippine Higher Education Career System (Phil-HECS) Training under the Executive Development Program of the Commission on Higher Education (CHED) through the Development Academy of the Philippines (DAP). The Phil-HECS is the professional advancement and career management system for senior executives in state universities and colleges (SUCs).

Her election as University President on May 21, 2018 made history anew as Dr. Dugyon is the first ever woman president and the second President of the University. She is probably one of the youngest SUC presidents in the country. Upon assumption to office on June 2, 2018, Dr. Dugyon emphasized principle-driven and phronesis as strategic leadership virtues she wanted to adopt under her administration. Being born and raised in a God-fearing family, she continues to put God as a source of inspiration and strength in her life. Living out Christ’s teachings, she envisions herself as a leader who can influence, transform and touch other people’s lives.

As the new president, Dr. Eva Marie Codamon-Dugyon is passionate in advancing institutional branding, internationalization and technologizing the University. #
