Victor Calingayan: 1st ISCAFAA President returns to Inspire

An alumnus of Ifugao State College of Agriculture and Forestry (ISCAF) and the pioneer president of the ISCAF Alumni Association (ISCAFAA), he returned to his Alma Mater to grace the 98th Founding Anniversary and 9th Charter Day Celebration. He is no other than Mr. Victor P. Calingayan, whom I dub as a 3-in-1 Balikbayan.

First, he is a fellow Ifugao, Tuwali by birth. He was born in Lingay, Kiangan on January 5, 19 56. His parents are Domingo Layagon alias Calingayan, and Conchita Pumihic Calingayan alias Aginaya. He is married to the former Luz Valenciano from Hapid, Lamut, Ifugao. They are blessed with one child – Joram. Mr. Calingayan finished his primary education with honors in Nungkigadan Primary School. After which, he continued his elementary and secondary education in Saint Joseph’s School in Kiangan where he received the Gerry Roxas Gold Medal Award. He finished his tertiary education (BSAEd) at ISCAF, Nayon and was granted the Leadership Award. Then, he finished Masters in Public Administration at the Saint Louis College, Tuguegarao, Cagayan.

Second, he is a man of faith. He was the Regional Chairman and Spokesperson of the ADHOC Committee for Secretariat of the 10 Spiritual Leaders in Region 2. He also served as Ambassador for National Peace in 2008; President, CEO and co-founder of the Lord of Pardon Missionaries, Inc. at Masoc, Bayombong, Nueva Vizcaya, and also the Worldwide International Church of the Holy Spirit in Barangay Capirpiriwan, Cordon, Isabela. He is Vicar Minister of Our Lady of Alupapa Divine Healers Organization, Inc. in Bayombong. He was a Standing Episcopal Vicar in the National Catholic Apostolic Church in the Philippines (NCAC) – Christ the King Temple in Tuguegarao City. He is a lecture/member of the Knights of Columbus – Lamut Council No. 11867.

Third, he is a servant leader – in the local as well as national arena. He started as a KB Municipal Federation President in Lamut, Ifugao. Then he served as a substitute teacher for one year in ISCAF – Amdumtog, Kiangan. His interest in improving the lives of is fellowmen pushed him to work as Administrative Officer in the Office of Muslims Affairs and Cultural Communities (OMACC) in Lagawe, Ifugao. Then he moved to Region 2 to serve as Development Management Officer of the Office for Northern Cultural Communities (ONCC) in Tuguegarao City, Cagayan.

From October 1997 to present, he serves as the Chief of the Technical Management Service Division in the National Commission on Indigenous Peoples – Region 2. He has been a Team Leader of the Regional Ancestral Domain Team; Chief of Party on the Information, Education and Consultation on RA 8371 (IPRA); Filed-Based Investigation (FBI) and Free Prior Informed Consent (FPIC) Processes. He also served as a Regional Chairman on Ethnographic Regional Focal Person of the CHR on Metagora Project in Nagtipunan, Quirino. He served as Board of Director and co founder of the Cordillera Professional – Cagayan Chapter; Regional Coordinator of Tribal Communities Association in the Philippines. He was the founder of the Mangandingay Youth Development Association (MYDA) in Hapid, Lamut. He has been designated in numerous positions in the NCIP.

As the cliché goes, Mr. Calingayan “made history” in the account of Ifugao State University. And, he made a proud one!
